3 NSCN cadres nabbed with weapons

KHONSA, Mar 19: Security forces nabbed two hardcore NSCN (IM) and one NSCN (U) cadres from Lothang village and Borduria area of Tirap district in two separate operations on March 17 and recovered huge quantities of arms and ammunitions from their possession.

Acting on input about the presence of NSCN ultras in Lothang village in Tirap district, security forces (Assam Rifles) cordoned off the entire village area and launched massive search operation. The team succeeded to nab one ultra. Based on information from the nabbed cadre, the security forces apprehended another cadre from the nearby jungles.

Apprehended cadres have been identified as Neytun Nokbi (35) and Manlang Wangsa (18) of NSCN (IM) factions.

One 7.62 mm AK 47 Rifle, 7.65 mm Automatic Pistol, grenades, explosives, detonators and huge quantity of ammunitions were recovered from their possession.

The NSCN (U) cadre was nabbed from Bordurua area after more than 24 hours of massive search operation by the security forces.

The nabbed cadre has been identified as Sambam Tangdong. One .303 Rifle and 16 live rounds of AK 47 rifle were recovered from his possession. DIPRO

Former militants appeals for implementation of Surrender Policy

ITANAGAR, Mar 19: 50 former militants under a little known forum called the Surrendered Underground Welfare Association of Arunachal Pradesh (SUWAAP) established in 2013 has been running from pillar to post for the implementation of Surrender Policy in Arunachal Pradesh.

As per the report, Arunachal Pradesh is the only North Eastern state that has not implemented the surrender policy despite recommendation of Government of India.

“The struggle that began four years ago still continues without any fruition,” shared SUWAAP Secretary Kento Riba, who surrendered in April 24, 2011 at state capital, Itanagar. He was the member of now defunct Arunachal People Liberation Front and he laid down arms in front of former Chief Minister late Dorjee Khandu and former home minister Tako Dabi.

All the members of SUWAAP are from eastern belt (Tirap, Longding, Lohit, Namsai and Changlang districts) except Riba, who hails from Aalo, West Siang. They are all former members of NSCN (IM), NSCN (K), defunct Arunachal Dragon Force, defunct Arunachal People Liberation Front, etc.

A desperate Riba, comparing the status of surrendered youths as worst than beggars said, “The governmental negligence and societal isolation has closed all our doors to livelihood.” Reportedly, unable to endure the hunger and humiliation a certain percentage of surrendered youths have started flocking back to their early life.

Justifying the act, now active with his old group, a former surrendered youth said, “At least it assures us we will not sleep hungry.”

SUWAAP has been appealing for initial support so that its members can plan and navigate their life in a dignified way.

“We gave up arms trusting the assurances of our government and now it’s their turn to respond with surrender policy or other support mechanism,” Riba said.

“Successive governments did give hope but failed to transform it into life changing process. Our earlier effort might have failed to make an impact but we are hopeful that the new government led by Chief Minister Kaliko Pul will sympathize with our situation and give us the deserving second chance to life and livelihood,” a hopeful Riba added.

As per the information, even the security agency fighting insurgency find themselves crippled in absence of surrender policy. Though they are doing all they can from their part but it was not enough to support the huge numbers of surrendered youths.

“The surrendered policy will solve many problems; most vitally, it will give us the weapon to lure back the wayward youths without causing any harm,” disclosed agency insider.

It must be mentioned that there are more than 100 surrendered youths that are languishing in some corner of the five districts and they are willing to follow the guerrilla life again in absence of support from the state.

The harsh reality of post surrendered life can shatter any strong willed individual and already battered by governmental negligence and societal isolation, they don’t stand a chance to confront the day to day struggle of civilian life and as a result, these reformed youths are forced back to active guerrilla life.

AEF questions Pul’s Govt fund allocation policy

ITANAGAR, Mar 19: The Arunachal Elite Forum (AEF) on Saturday questioned the nobility of Chief Minister Kalikho Pul’s government over allocation of funds through Revised Estimate. Citing Rs 7 crore allocated for ME School in Naharlagun and only Rs 4.90 lakhs for maintenance and improvement of C/O Seppa to Chayang Tajo road (81 KM), AEF stated that government should understand that distribution of fund should be according to need to people rather than individual MLAs and Ministers. Pointing out huge disparity and partiality in allocation of fund, the Elite Forum castigated Pul’s government.

“On one hand, government is talking about equality, justice, all round development and equitable distribution of resources but on other hand, there is difference in deed and action” AEF Chairman Taba Taku said. It further said pumping huge amount in certain project e:g ( Rs 7 cr for maintenance of ME School Naharlagun, Rs 6 cr Museum road, Rs 10 cr for Panchali to Dariya Putung) would create wrong precedence in years to come. The forum termed it as unscrupulous spending of government fund.

DA launch garbage free project

NAHARLAGUN, Mar 19: The experimental project of door to door collection of garbage by using specially designed wheelbarrow was launched by Deputy Commissioner, Itanagar Capital Complex, Sandeep Kumar Singh at Ward 25 under Itanagar Municipal Council (IMC) in Naharlagun.

Launching the project, Singh expressed it as a noble initiative taken up by IMC and appealed all the denizens to adopt the method to keep Capital Complex clean. He informed that an effort was taken up earlier to make Capital Complex garbage free, but the target was not achieved as there was feeble response from the general public.

Accordingly, the DC emphasised to sensitize the public by conducting awareness programme on cleanliness like the recently concluded Clean Arunachal Campaign. He further welcomed suggestions and complaints from the senior citizens, school authorities, and business community and government employees on the cleanliness project and urged them to submit it directly to the municipal council office for solution. The DC also appealed all to co-operate in quick disposal of garbage especially during the rainy season so that that it is not left unattended and stated that modalities would be worked out in future regarding the cost of civic charges as well as to motivate and support the sanitary staff.

Responding to the memorandum submitted by Ward 25 Councillor, Kipa Takum regarding allotment of land for construction of public utilities, the DC assured to take up the matter at the appropriate level.

The DC accompanied by CMEO and other officers also inspected the drainage problems being faced by the residents of Upper Police Colony, Naharlagun.

Chief Municipal Executive Officer, Habung Lampung informed that the project will be expanded to other localities also. Lampung informed that on every alternate day the wheelbarrow fitted with a whistle will come to the colony from 6 am to 9 am and the residents are to hand over the packed garbage to the sanitary staff.

Capping ceremony of RKM Nursing School held

ITANAGAR, Mar 19: The capping ceremony of the 29th batch students of R K Mission Nursing School, Itanagar was organized at Vivekannanada hall here on Friday.

Speaking on the occasion, Papum Pare Deputy Commissioner Pooja Jain described the nursing profession as direct service to the people and god. The cap that sported by the nurse represents the symbol of simplicity and dignity, Jain said while reminding the nurses about the pivotal role they are playing in their service towards patients. She called upon the nurses to be committed towards their duty for well being of the patients as well as the health institutions they are serving in. In his address Ramakrishna Math & Mission secretary from Tripura Swami Hitakamanandaji Maharaj elaborated on the responsibility of a nurse. Since the nursing profession is related to human and humanity, the nurses should offer their services to the patients even after formal retirement from their services, Maharaj said.

Among others, Secretary of Itanagar R K Mission Swami Viswesnanda Maharaj, NE Nursing College of Health Science Principal Liya Loyi, faculty of RK Mission Nursing Institute were present on the occasion.

Arunachal receives Krishi Karman Award

ITANAGAR, Mar 19: Prime Minister Narendra Modi presented "Krishi Karman Commendation Award 2014-15 to Arunachal Pradesh along with cash award of Rs. one lakh in New Delhi on Saturday.

The award was received by Agriculture Commissioner Hage Khoda along with Director Hage Kano and State Consultant (NFSM) cum Advisor of Agriculture Department AK Purkayastha in a glittering inaugural function of "Krishi Unnati Mela", held at Indian Agricultural Research Institute (IARI), New Delhi.

Arunachal Pradesh was selected for the award for the consecutive fourth year in total food grain production under category-III states (less than one million tons).

The state has been able to maintain a steady growth in overall food production after launching of the "National Food Security Mission" and produced 4.09 lakh MT of food grains (Rice, Maize, Millet & Pulses) as compared to 3.62 lakh MT during 2011-12.

Most encouraging aspect of the food production programme is increment of rice productivity from 2060 Kg/ha in 2011 to 2240 kg/ha in 2014, said the Agriculture Commissioner in a release.

He also stated that there has also been significant rise in production and productivity of other food crops, like Maize, Millet and Pulses in the recent years in spite of recurrent natural calamities in some parts of the state.

The steady growth of production in agriculture and allied sector has been possible through implementation of various central and state sponsored schemes besides Chief Minister’s Agri-Mechanization Programme and National Food security Mission (NFSM), Khoda said.

Help resolve differences, Pul appeals community Orgs

ITANAGAR, Mar 19: Chief Minister Kalikho Pul appealed the community based organizations (CBO) in the state to work together in building harmony and to generate sense of belongingness.

“While the community based organizations are committed to work in the interest of their own people, they also must help to resolve differences between the communities,” he said while speaking to the members of Adi Baane Kebang (ABK), who had called him.

Pul appealed them to play pro-active role in bringing unity among the people of Arunachal and help government in preventing crimes, resolving crisis and in maintaining law and order.

“ABK is a discipline, mature and well organized body, which has always maintained its sanctity,” said the chief minister and appreciated ABK for its high standard of conduct.

Terming the differences based on clans and communities as the major obstacles in preventing crimes, he said “the state has adequate police force and resources to check crimes. But what we lack is the political will and the will to rise above our differences.”

Affirming to stand strong for a united Arunachal, the chief minister appealed various organizations and forums in the state not to involve government in creating differences based on religion, regions and tribe-wise.

Also appealing not to patronize the law breakers, the chief minister said “the law breakers should be made to realize that only place for them is the jail.”

“Anjaw district has one of the lowest crime figures. This has been achieved by strictly dealing with the law breakers without any patronage or support for them,” said Pul.

ARL endeavours to showcase and promote cultural mosaic of NE

ITANAGAR, Mar 19: The traditional Affluent Ray Of Light (ARL), formed by few versatile fashion designers of NE India, intends to showcase and promote the rich time-tested cultural mosaic of NE region globally by creating market for the weaving industry.

Addressing media persons at Press Club here on Saturday, ARL chief operating officer Yana Ngoba said that the 2nd edition of North East India Fashion Week-2016 will be held at Itanagar in June next.

Such events have been treated as only entertainment show because of wrong concept and the first edition in April last year had failed to yield the desired result, Yana said, adding the designers are organising the event and even performed in numerous shows including at London, Bangkok, Africa, Mumbai, Delhi and Kolkata at their own cost without any sponsor or Govt support.

It would create a global networking to expand the market, particularly in NE, said Yana, a designer herself who markets products to UK and USA.

Few innovative traditional fashion creators through the AFL wish to meet the appetite of fashion lovers, said ALF chief adviser Pradeep Kumar.

Models presented traditionally designed dresses with modern touch created by Garima Garg & Arita Kashyap (both Assam) and upcoming ones Koyong Gloria Ovung & Ongtiong Kichu (Nagaland), Milli Indira Dangngo & Nana Gona (Arunachal) as a curtain raiser of the upcoming event.

Pointing out that 37 NE designers took part in first edition and registration is still on for the intending ones to avail the opportunity, Yana disclosed that the designers taking part in the event would take part in London Fashion show in September next.

Yana said that girls were scared to take part because of the negative tag attached to fashion show and called for a change in attitude and concept for the event to give a new thrust to weavers as weaving is a cottage industry facilitating livelihood for lakhs of families in the NE.

"Most expensive Muga Silk available in NE is a diamond in hand which should be en-cashed", Tezpur-based designer Arita said, who is famed for her 'Donya' labelled Eri, Munga, Mulberry & Tassar products.

"Fusing tradition with modernity to make the world feel the difference is my objective," said Ongtiong, whose sophisticated Ao traditional design was in show.

"Fashion is god gifted but I am trying to make a difference through creativity," said Wakka designer Gloria.

"Arunachal culture including dresses (gale) & ornaments (beads) is getting lost fast under the impact of modernity," Nana and Milli said, adding they were trying to promote and popularize them.

Arunachal, the largest state in the north east, is also one of the least developed states of the country. As per Arunachal Pradesh Annual Planning document of 2011-12, the poverty level is much higher than the national average. Arunachal Pradesh is one of the Special Category States and is largely dependent on Central Assistance for Plan investment. As per the same document, Arunachal Pradesh continues to remain poorest of the poor State with inadequate basic infrastructure and low economic growth. The State is lagging far behind even in comparison to other North Eastern States in most of the indices of socio-economic development. Despite being rich in natural resources, the State is not in a position to harness its vast potential like hydropower, tourism, horticulture etc. The unemployment figure for Arunachal is also the second highest in the country!

Towards making Arunachal Pradesh into a better developed state, the following Economic Growth Drivers may be considered.

Roadways: As per the same document, the State has the lowest road development index in the country with road density of 25.16 Km per 100 sq. km only. Even in comparison to the North Eastern Region, the State comes at the bottom of the rung. The first priority should be Two Lane All Weather Roads connecting the Capital with all District Headquarters and connecting District Headquarters to the supporting towns of Assam. Thereafter, these roads can be extended to connect other towns and villages. Good roads will ensure faster travel time for passengers, goods, heavy equipment and products. Good roads will reduce losses of products/goods due to spillage and boost tourism. Trans Arunachal Highway is a good beginning and needs to be expedited.

Electricity: The power scenario in the state is erratic with frequent load shedding and very low voltage. As per the same planning document, the power requirement for the state is about 105 MW only. However, this is also not being met despite the huge hydropower potential. The Govt notified Industrial Estates are without access to Three Phase Electricity. This is forcing the very few industries to run on generators. Availability of stabilised 24 X 7 electricity will lead to higher productivity due to increased man hours and efficiency. More industries will open up due to reduction in capital investment costs, reduction in production costs leading to competitive pricing of products. Cold Storages can open up the food processing and fruit industry. Uninterrupted electricity will also allow students to study and perform better.

Bureaucracy: Streamlined, simplified and clearly laid down laws, policies and time bound implementation will lead to efficient fructification of schemes and projects. Efficient administration will lead to expedited implementation of projects due to less paper work, faster clearances, less pre operative expenses and thus invite more investments in the state. Today there are more policies, more paper work and less investment in the state. Human Resources: Law/ rule/ policy framers, administrators/ facilitators/ inspectors, policy/ scheme/ project implementers and workers are all human beings. Administration, policies, laws, schemes and implemented work are as good as the people. If people are sincere, hard working, disciplined and possess high integrity; administration, policies, laws, schemes and implemented work will be of a high order and the state will develop automatically. Human resources are the most important asset of any nation or state. Good human beings are a result of good educational system and a healthy society which lives by the values of integrity, discipline, hard work.

Of course there are many more Growth Drivers. However, for a start, if we begin focussing and rigorously implementing the growth drivers described above, Arunachal will take off on the path towards development in the next few years.

Don't we want to see Arunachal as one of the most developed states on North East India, if not India?

Consumer awareness on wheels flagged off

PASIGHAT, Mar 19: A special initiative called “Awareness on Wheels” for consumer education initiative was flagged off by East Siang Deputy Commissioner Isha Khosla on Friday.

Addressing a gathering during the launch, DC Isha Khosla said, “You should be aware about your rights as a consumer when you purchase products or avail any service. To protect your rights as a common consumer, awareness is more fruitful than the law”.

She spoke on the rights entrusted by the Consumer Protection Act to the common consumers.

Calling upon the shopkeepers to be sincere in their dealings and to build trust with the customers, Khosla opined that fair dealings and decency alone could ensure customers satisfaction and their return. Appreciating the Legal Metrology and Consumer Affairs Department for their work, she advised the common masses to put the knowledge gained from the campaign into use while shopping for their day-to-day requirements and in availing services.

Assistant Controller of Legal Metrology, KP Tago spoke on Consumers’ Rights and Protection Act-1998 and responsibilities of consumers while briefing the objective of the campaign. He informed that due to ignorance or indifference, consumers of the state do not try to show resistance towards unfair trade practices because of which fraudulent practices. He advised the consumers not to compromise on quality and quantity of goods they purchase in day to day life and they should keep the habit of obtaining information of the products before making the purchase or availing services so that their hard earned money do not go to waste.

Traders, common public, government officials and staff were present during the launch programme.

“Awareness on Wheels” is a specially designed Truck decorated with IEC material on consumer awareness and has started street shows and legal rights awareness campaign-cum-interaction at various places in Pasighat town like GTC, JNC, Pasighat market, DEM Hr. To make the campaign attractive, ‘Voice of East Siang’ finalist Raj Sonar has been roped into perform songs while dances are being performed by Nani Baby team under active supervision of Jobomchang Mengu.

Kiren’s brother dies, CM, Guv mourns

ITANAGAR, Mar 19: Khilu Rijiju, the younger brother of Minister of State (Home Affairs) Kiren Rijiju has passed away on Saturday.

Kiren posted a message on social networking site informing about the loss “Recently, I lost my only elder brother. Just now I received the news that my younger brother has also died this morning”.

Arunachal Pradesh Governor JP Rajkhowa and Chief Minister Kalikho Pul have mourned the demise of Khilu Rijiju.

Conveying his heartfelt condolences to the MoS over telephone, the Governor expressed deep grief and shock at the sudden demise.

The Governor further prayed to the Almighty God to bestow enough strength and courage to the bereaved family to bear the irreparable loss and for eternal peace of the departed soul.

Chief Minister Kalikho Pul has also expressed deep shock and sorrow over the demise. The CM, in his condolence message prayed for the eternal peace of the departed soul.

CAU student dies

ITANAGAR, Mar 19: The College of Fisheries, Central Agricultural University of Lembuchera, Tripura on Saturday deeply mourned the sudden demise of Chuku Tania, who passed away on March 15, last. In its condolence message, Dr.Pramod Kumar Pandey, Dean of the College said that sudden demise of Tania has saddened the entire family of College. The dean further prayed for strength to the bereaved family to endure the loss.

Contractors threatens to install toll tax

ITANAGAR, Mar 19: Appalled by alleged non-release of payment by the department concerned, a group of contractors have written to Chief Minister to intervene and ensure early payment. In a letter, the contractors claimed that they have completed the work as per specification given by the department under supervision of engineers; however no payment has been released so far by the department. The contractors threatened to install a toll tax over the said road if payment is not released within 15 days.

Govt employees demolishing govt quarters in Palin: AKKDSU

ITANAGAR, Mar 19: Informing that many government quarters are being demolished at Palin by the government employees themselves, the All Kra Daadi District Students’ Union (AKDDSU) has demanded the concern DC to book them under the prevention of damage to public premises (eviction of unauthorized occupants ) Act, 2003. The union has written to the Kra Daadi DC in this regard.

Almost every land/premises/quarters and even office premises are being encroached by these land mafias and no one is raising objections and the administrations is sleeping over its responsibilities which encourages them further, its letter to the DC read.

AASSATA reiterates demand

ITANAGAR, Mar 19: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has reiterated its demand for batch wise regularization of in-service SSA teachers by implementing RTE Act 2010.

In its memorandum submitted to the education minister, it accused the former state government of violating the laid down rule of MHRD, GoI, saying that it created two cadres of teachers i.e., SSA teachers and regular teachers.

We have submitted series of memorandums to the state government but with no outcome so far, the association said.

Its other demands include implementation of RTE Act and enhancement of salary and disbursement of salary on monthly basis.

Govt drivers’ appeal for pay enhancement

ITANAGAR, Mar 19: The All Arunachal Pradesh Drivers’ Association has appealed for enhancement of grade pay. The Association has written to the Governor in his regard.

The Association expressed disappointment that while pay enhancement has been considered for various categories of employees, drivers’ payment has been left untouched.

Recently, the grade pay of the staff of malaria wing, ANMs and LDCs were also enhanced whose grade pay is equal to the state government drivers, it’s claimed.

Earth Hour-2016

ITANAGAR, Mar 19: NSS unit volunteers of JN College Pasighat conducted a door to door awareness programme to mark Earth Hour-2016 at the college campus and Pasighat market today.

Under the guidance of the college’s Principal, Dr. Tayek Talom and NSS Programme officers Dr. Temin Payum, Dr. Kento Kadu and Ing Perme, the volunteers distributed leaflets to all the shopkeepers of the town and appealed all to observe this year’s Earth Hour by switching off their non-essential lights from 8.30 pm to 9.30 pm.

Associate Professors Dr. KK Mishra and Dr. H Loyi also participated in the programme as resource persons.

Farmers attend awareness programme

ITANAGAR, Mar 19: In all, 107 farmers including women from villages like Maro, Tapi, Luchi, Dula, Yatek Ripa, Haider, Tode, Tasi Doni, Taji, Tama Ripa, Hete and Bari Rijo under Upper Subansiri took part in a Krishi Vigyan Kendra organized training-cum-awareness programme on Protection of Plant Variety And Farmers’ Right Act, 2001 at Maro Sub-Division on Mar 18.

During the technical session SMSs of Soil Science, Agronomy and Plant Protection gave a powerpoint explained about the objectives of protection of plant variety and Farmer’s Right Act 2001, DUS testing and registration and certification of variety.

An interactive session was also held wherein the farmers informed about the scope of registering some indigenously growing crops like Bali paddy which is completely red in colour and cultivated in Jhum fields, many species of French beans, brinjal, maize and medicinal plants like Paris Poliphyllaetic.

Upper Subansiri DC, Komkar Dulom, District Horticulture Officer, R. Sindhu and District Agriculture Officer Jomra Dulom also attended the programme.

Training on quality primary health care services

ITANAGAR, Mar 19: Karuna Trust has conducted two- day professional Skills Development Training for its PHC staff from March 17 with an objective to provide Comprehensive Primary Health Care services as well as to update on recent different health programs including National Health Mission (NHM). The training program was conducted in Itanagar which was sponsored by Macarthur Foundation, USA.

Altogether 45 Medical and paramedic staff from different PHCs including Doctors, Nurses and Pharmacists participated in the program. Anup Sarmah, the Program Coordinator of Karuna Trust imparted technical training for the team members on Standard Operating Procedure (SOPs) adopted by the trust for the PPP managed PHCs. He further took half a day session on KAYAKALP- under the aegis of Swachhta Guidelines for Public Health Facilities with an aim to get ISO certification of all the PHCs. The PHC Quality Team members were given training on CPHM (Comprehensive Primary Health Management) tool that is a tablet based app by using ICT. During technical session Robin Prasad, Program Manager, Karuna Trust evaluated the health indicators in all eleven PHCs.

Mass social service conducted

ITANAGAR, Mar 19: A mass social service was conducted at Dutta village and Dutta Burial Ground by the Indo Global Social Service Society (Soul Smile) and Dutta Youth Association today.

As part of the programme all the villagers cleaned their household, roads, pavements and collected the garbage in one place. The volunteers also cleaned and collected garbage from the common burial ground and dumped it into the town outskirts with the help of PWD provided truck.

Later, the Dutta Youth Association organized a poster campaign in the villages by displaying banners such as ‘Don’t drink and drive, Plant a tree and plant a life’ at the entrance gate and near the road connecting to Old Ziro.

Earlier, IGSSS Youth Coordinator spoke about the importance of keeping the village clean to help prevent diseases and urged the youth and villagers to follow the noble work.

Curtain drawn to Camaraderie Culfest

ITANAGAR, Mar19: Camaraderie Culfest 2016, a two-day cultural festival which kicked- started on March 12, at Likabali in West Siang District ended with fusion of culture and sports.

With aim to promote cultural and adventure tourism, the Camaraderie Culfest was organised by Raven Holidays Pvt Ltd, a Likabali based private firm. Hundreds of people including from neighboring Assam took part in event and showcased their colourful cultural programe. The day one was inaugurated by local MLA cum Parliamentary Secretary Jomde Kena.

Besides, food stalls, traditional sports like tug-of war, archery competition, painting competition among school children were the major attraction of the event. Traditional method of fishing, trapping and hunting were also demonstrated during the two days cultural event.

DPDO takes stock of TFC fund utilisation in Dambuk

ROING, Mar 19: Lower Dibang Valley, DPDO, Ruchika Katyal visited Dambuk sub-division on Saturday to take stock of the ground situation and to discuss about the priorities for utilization of funds of first installment of 14th Finance Commission for Dambuk-Paglam circle.

Katyal informed that the ninety percent of the amount will be disbursed according to the population of the concern panchayat and the ten percent, based on the area. She also suggested the PRI members to create durable assets to benefit the maximum population in the panchayat segments.

The schemes already taken up with MGNREGA should not be given as proposal in the schemes of 14th Finance Commission, she added.

All the panchayat leaders of the three panchayat segments Dambuk, Bizari-Anpum and Loklung-Paglam, panchayat officials and member secretary, E.Yirang attended the meeting. DIPRO
